The President of the Region is elected directly by the people (direct universal vote), chairs the Region and the Regional Committee, appoints or revokes its members and is a member of the Regional Council. The legislative and administrative functions of this role are set out in Article 121 of the Constitution (“[…]enacts laws and issues regional provisions; directs the administrative offices delegated by the State to the Region in compliance with the instructions of the Government of the Republic”). More specifically, however, the duties and role of the President are defined by the Statute in force in each region. The President of the Region is also the Regional Health Authority and thus issues decrees for the entire territory or for part of the territory in the case of emergency (Articles 121, 122 and 126 of the Constitution).
