Non-EU citizens in Italy are entitled to mandatory registration with the National Health Service if they fall within one of the following categories:

  • they are living legally in Italy and working legally (employee or self-employed)
  • they are jobless but entered in the unemployment register
  • they hold the following types of residence permit:
    • subordinate employment
    • self-employment
    • family reasons
    • political asylum
    • humanitarian asylum
    • asylum seeker
    • pending adoption and foster care
    • acquisition of citizenship
    • health reasons
