Non-EU citizens in Italy are entitled to mandatory registration with the National Health Service if they fall within one of the following categories:
- they are living legally in Italy and working legally (employee or self-employed)
- they are jobless but entered in the unemployment register
- they hold the following types of residence permit:
- subordinate employment
- self-employment
- family reasons
- political asylum
- humanitarian asylum
- asylum seeker
- pending adoption and foster care
- acquisition of citizenship
- health reasons
