A Note Verbale is a form of written correspondence via which different Diplomatic-Consular Representations officially communicate between one another and with the Ministry of Foreign Affairs of the receiving State.
It is drafted in the third person, on headed notepaper of the Embassy, containing the date, a reference number and stamp.
The text always opens and ends with the following courtesy formulas:
Opening:
“The Embassy of… presents its compliments to the Foreign Affairs Ministry and has the honour to inform…”
Ending:
“The Embassy of… avails itself of this opportunity to renew to the Foreign Affairs Ministry the assurances of its highest consideration”.
