Citizens who are domiciled or resident in zones where parking is against a charge may require the badge in order to park free of charge in street parking spaces.
Residence and domicile
Residence means the place where someone normally lives: for a Diplomat on a mission to Italy, the residence is his home in the Country of origin. Domicile is the place where someone establishes his main business seat or office, i.e. where the citizen desires to receive communications. Residence and domicile may be the same or different.
Residence is unique, while domicile may be indicated in several places.
Request for residents
Resident citizens in zones where street parking is not free may request the parking badge for up to 2 automobiles per person, and is valid as long as they remain resident in the same zone. It is necessary to present at the public office of the Agenzia per la Mobilità, the following documents:
If the vehicle belongs to the applicant:
- Photocopy of front and back of vehicle log book
- Photocopy of front and back of ID document
- Tax code
- Photocopy of leasing or rental contract, if applicable
- Photocopy of “Revisione” (Vehicle Inspection)
If the vehicle is on lease from a company:
- Declaration stating exclusive use of the automobile and the legal relationship between the company and the resident, attaching photocopies of the ID documents of the signers
- Declaration of the resident attesting he is not the owner of any automobile
- Photocopy of front and back of vehicle log book
- Photocopy of front and back of driving licence
- Tax code
- Photocopy of leasing or rental contract, if applicable
- Photocopy of “Revisione” (Vehicle Inspection)
Request for domiciled persons
Citizens domiciled in zones where street parking is against payment, but residing outside the Province of Rome, able to demonstrate possession of a house or apartment or of a rental contract, may request the parking badge for one automobile per person/family unit. This permit is valid for one year from the date of issue. The documentation to be presented is:
If the vehicle belongs to the applicant:
- Copy of the registered rental contract or deed of ownership of the house/apartment registered in the name of the applicant
- Copy of the invoices of electricity and gas bills registered in the applicant’s name; in the case of students, copy of university fees
- Photocopy of front and back of vehicle log book
- Photocopy of front and back of ID document
- Tax code
- Photocopy of “Revisione” (Vehicle Inspection)
If the vehicle is on lease from a company:
- Declaration stating exclusive use of the automobile and the legal relationship between the company and the resident, attaching photocopies of the ID documents of the signers
